A Note From Our President

What makes flash floods prodigious killers around the world is the lack of timely public warning information at the site where they occur and the lack of public awareness of the flash flood danger. Flash floods are typically infrequent in a particular location but can occur anywhere. The developing world is particularly vulnerable to these events due to the absence of warning information and guidelines for effective response action. Death tolls are exceedingly high as you can read in other sections of this web site.

HRC’s goal is to use present-day global digital information technology from satellites and earth surface measurements to provide timely information to forecasters, disaster managers and the public worldwide to assist with their decision making regarding flash flood warnings and employment of mitigation measures. Along with this information, public awareness programs are designed to help educate the public on the dangers of flash floods and procedures to follow once warnings are issued. This is an area where science, engineering, and information/communication technology are mature enough to contribute to the development of effective warnings and response measures.

HRC and its partners are committed to implementing these warning and information programs worldwide, but we need your help in supporting a global employment that will cover all nations. The task is challenging but there is considerable experience already from implementing these programs in several regions around the world, and we are seeing benefits already. HRC Outreach

Science Matters During 2008 Dr. Eylon Shamir of HRC volunteered his services with the “Water Initiative” program at the Elementary Institute of Science in San Diego. The Institute is a non-profit science and technology learning center for youth of various ages. The Water Initiative is an educational program that is geared for ages 13-15 in which the participants study and develop projects related to local water issues. Dr. Shamir gave a presentation on water conservation issues in San Diego and he also mentored a group of students in the creation of a pamphlet and a presentation that addresses past, present, and future availability of water resources in the San Diego region as well as an evaluation of various conservation measures.
