The research objectives are to: (a) quantify the uncertainty associated with the measurement of precipitation by the existing operational real-time network of gauges in the American River watershed, and (b) identify sites for the placement of additional gauges in order to reduce the precipitation interpolation error over the watershed and generate data to support improved hydrologic modeling of the catchment. To reach these goals, historical data from a dense network operated during the period 1980-1986 are used. The approach consists of developing a series of surrogate operational networks using an increasing number of gauges from the dense network and quantifying the reduction of estimation error in each case using optimal interpolation methods with explicit variance estimation.
