SS-SAC Implementation and Testing in Conjunction with Reservoir Management for Folsom Lake, California
The State-Space Sacramento model (SS-SAC) operation of the National Weather Service River Forecast System (NWSRFS) at the California-Nevada River Forecast Center (CNRFC) forecasts inflow to Folsom Lake in mountainous north-central California. SS-SAC is a modification of the operational soil moisture accounting and unit hydrograph runoff models that uses a state-estimator to estimate forecast errors and update hydrologic model states based on observed discharge data. SS-SAC was developed by HRC and implemented in 1998. It has subsequently been used as part of other operational hydrologic forecast systems worldwide.
